Hello,
I have a question, I have noticed that several names and several foregin words use characters that are beyond the basic latin alphabet. French characters and romanian characters. if one is not sure what a special character is it is this  which is slightly diffrent from a basic A. Now I am not sure how to do this in NWN. I tried to copy and paste it but it seems to not copy the special character properly yet I have seen them used in game, so any idea how this could be able to be done IG?

NWN recognizes Alt codes. (I'm sure there's a more technical term, but I have no idea what it is.) For a PC running Windows, you hold down Alt and then type a four digit number on the keypad (not on the number row on the keyboard). The A with the circumflex that you typed is Alt + 0194 (lowercase is Alt + 0226). The Character Map application will help you find it.

Isn't that called Ascii codes?

open run (windows buttom + R) then type "charmap"
This will open a window, swap the font for Arial and click in any letter you want, then note that code down in a text editor, after you've got all the letters you want, control + C all the text then control + V on the character Journal.
Note: Not all letters and symbols have alt + "X" codes.
