Title: Toolset Questions

Alright, i don't really use the toolset much at all.  I don't know that much about it either.  I was dabbling in it a while ago and it wouldn't let me place mist.  I would click and it wouldn't place it.  I tried in the forest area and in the Big brain's home area. Any ideas why?

what happens when you try to place it? are you getting an error message?

I click "Mist" in the placeable selector bar.  I then click where i want to place it on the area.  It just doesn't do anything. No error message.

EDIT: It isn't just the mist. It is other random things like... most of the secret objects but not all of them, a cheese vat, field crops 1, a music sheet...
I have a feeling it is something really stupid that i'll feel like an idiot for not knowing.
