So Far Misty Willow Flower does not seem to work.

It does, but requires something else you have not found yet.

An update is underway that would have it make something on its own, but Soren is away on vacation. Might be a while until it gets in. This is true too for herbs that should be spawning in Blaustein, Perfidus and Har'Akir.
