EE Bug: OCR system perception

I am not sure if the OCR system in EE is working right, I made a caliban test PC, ran around and started to kill garda NPCs, cast spells etc, nothing I did however seemed to result in any further OCR increases.
Edit: Radu only even reacted to my test pc when I clicked him
Edit 2: Correction, after a while it did update, seems I just misunderstood the system there.

Did some testing with a blackguard, using the summon fiend feat did not trigger any reactions by the npcs at all, neither did walking around with it and letting it slaughter guards, they ignored my PC entirely and no OCR increase was received for that mass murder fest I had initiated there, despite being visible and in full view of NPCs at all times.

Casting Blackguard Bulls Strength in front of NPCs did trigger a reaction and increased the OCR by 1.

Seems to have gotten sort of worse, I can use the summon fiend feat right in front of NPCs who will utterly ignore its presence as well as the casting, the blackguard spells otherwise are correctly recognized.

I found another OCR problem, but reverse. All the Barovian laborers have me on hostile, though my OCR is 8. I've not attacked, or casted magic. (southeastern farmlands)
*edit* I transitioned to the same map again, and the red glow went away. Maybe the map reset?

Having the same issue with the laborers north of the outskirts, which leads me to suspect that the faction might be off for those.

NPCs (that shouldn't) do indeed no longer show as hostile!
