Permanent Cap

I had previously been level 20 and then chose to enchant. I am now 19 but still seem to be permanently capped(as if I were 20th). Is this a common issue or should I expect the cap to pass?

Admittedly in the circumstance you are talking about, it takes quite some time to pass.
