Did Resist Energy disappear as a feat?

Uhm, no, it's still there. You need base Fort +8 to get it, maybe that's why?

There is a known bug associated with resist energy where it doesn't show up sometimes if you level up through your character portrait, but it will show up if you do so by clicking the level up button on the character sheet. It's really odd.

The prerequisite for this feat must be met before leveling up. For example, a (single-class) fighter with constitution 10 cannot take this feat at level 12 (when his fortitude save goes up to +8), but can at any level after this on which he gains a feat.
