For druids who choose to take the Cheetah's Speed feat, it seems that Wildshape casts aren't actually needed to cast it. If you have Wildshape casts, it will still consume one, but if you have zero Wildshapes and try to cast it, it will work anyway. My guess is that it doesn't actually check to see if you have at least one wildshape cast.
