Sacred Healing not adding +1 to CHA for duration

Did some testing of Sacred Healing with my Cleric. It ought to last 1 + CHA modifier rounds.

My Cleric has CHA 14. When unbuffed, the Sacred Healing lasted 2 rounds; when buffed to CHA 17, it lasted 3 rounds.

I would deduce the +1 is not being added to the CHA modifier.
