It seems one of the last updates to the server broke Armand Pineau, Toret in the Cathedral Ste. Meres des Larmes in Port-a-Lucine. My character, Evelyn Aigrette can not access healing from him, despite the conversation text saying that he will heal her.
The conversation correctely progresses, but the NPC never casts healing on her. This worked previously, the last time I tried it a few months ago.
