A strange letter in the Great Library of Port-a-Lucine.

Pinned to a noticeboard in the library's foyer is a letter formed from strange characters. It's anyone's guess who might be able to interpret this gibberish.

Quote
나는이 땅에서 공통 언어의 가정교를 찾고 싶다.

네가 가르쳐 줄 수 있다면 시장 근처 여관에 '민재' 편지를 가져와.

Underneath is a simple drawing of a woman with a bun in her hair. She is labelled '민재'. A line comes from her head, with vague scribbles at the other end to indicate speech. There are also some traditional symbols of learning surrounding the woman: books, a candle, a bamboo pen, and a few common-tongue letters. Beside this is a crude depiction of the centerpiece in the Broken Spire inn.
All of this is followed by an illustration anyone can understand: a pile of coins.

Spoiler: show
// For characters who can understand the Korean language, the letter reads:

I wish to find a tutor of the common language in these lands.

If you are able to teach me, bring a letter for '민재' (Min-jae) to the inn near the market.
