Someone tried to purchase one when their bag was full. Leave the area for 20 mins and she should reset (I would do it now but I am on break at work!!)

This probably won't work, I'm afraid. The store is not deleted or recreated on area reinitialization. Only a server reset will fix this.

For a temporary fix go to the herbalist over by Vallaki, Start in the docks and walk east through the warden lands.
