Guard Horns triggering because of status effects

Seems like sometimes when an AI-altering status effect applies to a PC, it gets them to continuously sound a Guard's Horn, even if they don't hold one in their inventory. I don't know whether this effects NPCs too.

This is happening with Confusion and Fear effects. If anyone has any more details, please post them; this is extremely annoying because it fills up the DM channel very quickly.

No more info but I had that happen to me the other day when I got feared also.

Please post details/screenshots. Even if it may seem all the same to you, the small details are often vital to identifying the cause.

My experience was in the Overseer Temple downstairs where the ghostly paladin is. Greater Visage proc their aura, I fail my will save, and I go running around instantly spamming the guard horn. The horn seemed to go off every time I failed the save, but I'll need to double check on that.

I'm not really sure how to be more specific, since it seems to be so broadly affecting people, and I rarely see what the cause is. Can't seem to reproduce it with NPCs.

I just saw the "Evil Eye" ability on Darkling Assassins trigger it. Even when the PC was no longer under the effect of the ability, they continue to blow a non-existent guard horn. I used the DM heal to completely strip them of buffs and debuffs, and they still blew a horn twice afterwards.

So far it seems pretty certain that any Fear auras and Fear gaze effects seem to set it off, though I believe I saw it happen once with a Confusion spell in Elketh's tower.

Ok maybe i am misunderstanding something here but why are pc/npc guards showing up in places they normally shouldnt be? or least while on 'duty'

There aren't actually any guards, this happening with anyone and everyone, regardless of whether they have guard horns in their inventory or faction status as a guard.

For example, last night it happened to Mariska in Perfidus.  Mariska sure as heck ain't a garda.  Hell naw.

One of my characters was hit by a fear spell in the Worker's Lodging basement. While the character was running aimlessly under the effects of fear, I saw that he had somehow blown a guard's horn, despite not having access to one. The horn was blown mid-stride, no stopping, no action performed.
