Briefly: If I cast shelligah and frost weapon on my staff prior to transformation, will my form take on +1 +1d6 piercing +1d6 cold or only +1?

Animal forms don't merge their weapons at all.

It's not all bad. You can use Magic Fang to give yourself an enhancement bonus and anything that gives DR will give an equivalent enhancement.
